December 4, 2012 - Russian SME and WTO

Russian Chamber of Commerce and Industry together with the Russian Agency supporting Small and Medium Enterprise held a conference dedicated to: “Enhancing the competitiveness of SME within WTO: Opportunities, tools, mechanisms and infrastructure.”

The conference was attended by representatives of small and medium-sized businesses, federal, regional and municipal authorities, organizations and educational institutions. There were about 300 participants from Moscow, Russian regions and representatives of other countries.

The event consisted of two round tables, plenary session and press conference. Each round table had its own topic. The first was about opportunities and risks for SME within WTO, the state program supporting the development of small and medium-sized businesses: challenges and prospects. The second one was about problems and challenges of developing infrastructural organizations supporting SMEs. Within these round tables participants discussed the rules, mechanisms, tools, WTO and its impact to Russian SME, the key roles of infrastructure organizations to improve the competitiveness and efficiency of small and medium businesses.

The team of Canadian consulting company AI International Projects Development presented a topic: “Timely prevention of violation of SME rights as a mechanism of defense within WTO.” The company representative proposed to create a working group for researching and monitoring the violation of rights of SME in different countries. Secondly, he pointed that government and infrastructural organization have to transparently promote the rules, standards and other regulations of WTO.

Furthermore, the plenary session was followed by speeches of the President of Russian Chamber Sergei Katyrin; Member of Russian Chamber Presidium and authorized representative of Russian Chamber for protecting the rights of businessmen Viktor Ermakov; Vice-President of VTB 24 Bank Nadejda Karisalova; Director of Department for SME of Russian Ministry of Economic Development Natalia Larionova nad other high profile participants.

The participants came to the opinion that it is important to integrate the efforts of the business community, universities, research organizations and governmental bodies to develop specific legislative, economic measures to further promote innovation and export on the basis of SMEs through improving the competitiveness and efficiency of activities.

The Director of Department for SME of Russian Ministry of Economic Development noted that the government will continue supporting small and medium enterprises, which are not contrary to WTO rules.

Finally, the plenary panel based on the results of the discussed issues signed a resolution which will be sent to the government authorities to be used in future.
